Energy efficiency in private rented homes is now firmly on the agenda in order to tackle climate change and fuel poverty. It is expected that the Scottish Government will bring forward regulations to require, where it is technically feasible and cost effective, all private rented sector houses to be at least:

  • Band E on a change of tenancy after 1 April 2020, with all private rented properties having to achieve Band E by 31 March 2022; and
     
  • Band D on a change of tenancy after 1 April 2022, with all private rented properties having to achieve Band D by 31 March 2025.

We do not yet know the detail of the rules around what will be deemed to be technically feasible and cost effective and are aware that there are still issues with regard to the methodology of producing Energy Performance Certificates. Regulations are expected in early 2019 confirming details of how the standards will be applied.
